ARTA:Ease of Doing Business (EODB) Month 2025

Oriental Mindoro CART conducts Frontline Service Inspection in Celebration of Ease of Doing Business (EODB) Month 2025

In line with the celebration of the Ease of Doing Business (EODB) Month 2025 spearheaded by the Anti-Red Tape Authority (ARTA), the Provincial Government of Oriental Mindoro (PGOM), thru its Committee on Anti-Red Tape (CART), conducted on 23 May 2025 its Frontline Service Inspection of various PGOM services.

In compliance with ARTA Memorandum Circular No. 2025-01, the activity aims to evaluate the quality, efficiency, accessibility and responsiveness of government frontline services in compliance with Republic Act 11032 also known as the EODB and Efficient Government Service Delivery Act of 2018.

 

Led by Concurrent Provincial Administrator and Provincial Legal Officer Atty. Earl Ligorio R. Turano II, the Committee inspected frontline services of Naujan Community Hospital, the Provincial Treasurer’s Office (PTO) Cash Receipt Division for the receipt of payments for Real Property Taxes (RPT); and the Provincial Assessor’s Office (PAssO) Assessment Records Management Division, for their issuance of Tax Declarations (TDs) and other Certificates.

Ten (10) specific areas of ARTA concerns were inspected based on the contents of the official and supplemental guideline as stated in ARTA Advisory No. 2025-011: Citizen’s Charter Compliance; Compliance with Prescribed Processing Times; Professionalism and Responsiveness of Frontline Personnel; Functionality of Public Assistance and Complaints Desk (PACD); Availability and Use of Feedback Mechanisms; Queue Management and Service Area Organization; Accessibility and Client – Friendliness of the Facility; Availability and Efficiency of Online or Digital Channels; Visibility of EODB Month Advocacy Materials; and Client Experience and Perception.

All frontline services inspected have satisfactorily complied with ARTA policies, with some room for improvement, such as the availability of online or digital channels for service processing and delivery and possible translation of the Citizen’s Charter into Filipino language or any local dialect, as with the case of the Mangyans of Oriental Mindoro. Likewise, in rendering their services, all frontline employees are likewise reminded to always observe more patience, courtesy and respect in all their clients on a daily basis. 

In its entirety, the Frontline Service Inspection of PGOM CART proved to be valuable in assessing the current general state of the services of the Provincial Government, in addressing the identified gaps in the services, in identifying areas that need improvement, and in innovating practical and client-friendly ways to improve the quality of services delivered to its clients.

Mr. Joshua D. Ojenal, Executive Assistant II participated as alternate for Vice-Governor Ejay L. Falcon, while Ms. Ma. Denielle C. Rosales, Local Legislative Staff Assistant I represented Sangguniang Panlalawigan Board Member Atty. Roland H. Ruga.
