PGOM Showcases Digital Transformation and Employee Welfare Best Practices
The Provincial Government of Oriental Mindoro (PGOM), under the leadership of Governor Humerlito A. Dolor, continues to strengthen its commitment to innovation, digital transformation, and employee welfare through the implementation of efficient and technology driven systems.
On August 12, 2026, in Roxas, Oriental Mindoro, the Provincial Human Resource Management Office (PHRMO) under the supervision of Ms. Anna Marie DC. Reyes, showcased three of its notable best practices during a meeting organized by the Oriental Mindoro Council of Human Resource Management Practitioners, Inc. (OMCHRMP, Inc.).
The presentation highlighted the Human Resource Information System (HRIS), Payroll System, and Personnel Assistance Program (PAP), which provides financial assistance to qualified government employees and their designated beneficiaries.
Representing the Provincial Governor’s Office Management Information Services Division (PGO-MISD) was Mr. Christopher Prangue, Information Systems Analyst I, who presented the HRIS and Payroll System and discussed how these digital platforms contribute to more efficient and streamlined human resource operations. He emphasized the importance of continuously embracing digitalization as government offices transition from traditional processes toward more accessible, accurate, and technology enabled systems.
The HRIS and Payroll System help facilitate the management of employee information, personnel records, and payroll related processes, contributing to improved efficiency, reduced manual work, and faster access to essential personnel data. These systems demonstrate how technology can support HR practitioners in delivering responsive and effective services to government employees.
Meanwhile, the Personnel Assistance Program (PAP) was also presented as one of PGOM’s notable employee welfare initiatives. The program provides financial assistance to employees and their designated beneficiaries, reflecting the Provincial Government’s continuing efforts to promote employee welfare and provide meaningful support to its workforce.
The meeting was led by the Oriental Mindoro Council of Human Resource Management Practitioners, Inc. (OMCHRMP, Inc.), with the participation of representatives from various national government agencies and local government units. The gathering served as an avenue for HR practitioners to share innovative practices, exchange experiences, and learn from initiatives that may be adapted to improve public sector human resource management.
The activity further highlighted the importance of collaboration and knowledge sharing among government institutions as they navigate the continuing transformation of public sector operations. Through the exchange of best practices, participating agencies were able to gain insights into innovative approaches that can help strengthen their respective human resource systems and employee welfare programs.
