Strengthening cooperative-led economic growth under the leadership of Gov. Humerlito A. Dolor, the Oriental Mindoro Provincial Cooperative Development Council (OrMin PCDC) convened its Regular Meeting on February 25, 2026 at Vencios Garden Hotel and Restaurant, reinforcing strong collaboration among national government agencies, the Sangguniang Panlalawigan, and cooperative stakeholders toward a more unified and progressive cooperative sector.

The activity was spearheaded by the Provincial Government through the Provincial Cooperative Development Office (PCDO) under the leadership of Mr. Orlando B. Tizon, PGDHโ€“PCDO. The strong presence and active engagement of City and Municipal CDOs and CDC representatives significantly enriched policy discussions, ensuring that provincial directives are grounded in on-the-ground realities of cooperatives at the city and municipal levels.

Among the key national government partners present were the Department of Trade and Industry (DTI) represented by Provincial Director Arnel Hutalla, the Department of Science and Technology (DOST) โ€“ Oriental Mindoro, the Technical Education and Skills Development Authority (TESDA) โ€“ Oriental Mindoro, the Bureau of Internal Revenue (BIR), the Provincial Agriculture Office (PAgO), and the Cooperative Development Authority (CDA) โ€“ MIMAROPA Extension Office, represented by Cristian Deade on behalf of Alberto Sabarias, CDA MIMAROPA Regional Director.

The meeting likewise recognized the strong support of the Sangguniang Panlalawigan through Atty. Roland H. Ruga, Committee Chair on Cooperatives, whose office was represented during the activity– reaffirming legislative backing for cooperative policy reforms and institutional strengthening initiatives.

A major highlight of the meeting was the comprehensive review of administrative issuances and provincial ordinances related to cooperative formation and Cooperative Development Councils. Participants revisited the evolution of policy frameworks, including a comparative discussion between Provincial Ordinance No. 70-2017 and CDA Memorandum Circular No. 2022-03.

Through collaborative deliberations actively participated in by CDOs, CDC representatives, and coop federation leaders, the OrMin PCDC agreed to expand its composition by integrating additional agencies with active cooperative-related programs โ€” reinforcing a whole-of-government and whole-of-sector approach to development.

The Council formally adopted the Oriental Mindoro Cooperative Development Framework Plan, which will serve as the provinceโ€™s strategic roadmap in enhancing institutional capacity, strengthening regulatory compliance, and expanding cooperative enterprises aligned with Governor Dolorโ€™s vision of inclusive and sustainable local economic growth.

During the agency updates, DTI presented enterprise development and market access initiatives; DOST highlighted innovation and technology support programs; TESDA shared skills training opportunities to enhance workforce readiness; while BIR provided guidance on tax compliance and regulatory requirements for cooperatives. The session fostered active engagement among City and Municipal Cooperative Development Officers, council representatives and cooperative federations, strengthening coordination at both provincial and local levels.
