“TINO” SLIGHTLY WEAKENS BUT CONTINUES TO THREATEN WESTERN VISAYAS AND NEGROS ISLAND REGION.
➣ Location of Center (10:00 AM)
The center of the eye of Typhoon TINO was estimated based on all available data including those from Masbate and Iloilo Doppler Weather Radars in the vicinity of Bacolod City, Negros Occidental (10.6°N, 122.9°E).

Maximum sustained winds of 140 km/h near the center, gustiness of up to 195 km/h, and central pressure of 965 hPa
➣ Present Movement
Westward at 25 km/h
➣ Extent of Tropical Cyclone Winds
Strong to typhoon-force winds extend outwards up to 300 km from the center

Heavy Rainfall Outlook
Refer to Weather Advisory No. 12 issued at 11:00 AM today for the heavy rainfall outlook due to the Shear Line and TINO.
Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
• Significant to severe impacts from typhoon-force winds are possible within any of the areas under Wind Signal No. 4.
• Moderate to significant impacts from storm-force winds are possible within any of the areas under Wind Signal No 3.
• Minor to moderate impacts from gale-force winds are possible within any of the localities where Wind Signal No. 2 is hoisted
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
Furthermore the surge of the Northeast Monsoon and the shear line coinciding with the passage of TINO will also bring strong to gale-force gusts over the following areas not under Wind Signal (especially in coastal and upland areas exposed to winds):
• Today: Cagayan Valley, Cordillera Administrative Region, Ilocos Norte, Ilocos Sur, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Sarangani, Davao Occidental, and Davao Oriental.
• Tomorrow (05 November): Cagayan Valley, Cordillera Administrative Region, Ilocos Region, Central Luzon, Metro Manila, CALABARZON, MIMAROPA, Bicol Region, Western Visayas, Negros Island Region, Central Visayas, Biliran, Leyte, and Zamboanga Peninsula.
• Thursday (06 November): Ilocos Region, Batanes, Cagayan including Babuyan Islands, most of Cordillera Administrative Region, Central Luzon, Metro Manila, CALABARZON, and MIMAROPA.
Coastal Flooding
There is a high risk of life-threatening and damaging storm surge with peak heights exceeding 3.0 m within the next 24 hours over the low-lying or exposed coastal communities of Masbate, Romblon, Oriental Mindoro, Occidental Mindoro, Palawan, Western Visayas, Negros Island Region, Central Visayas, Eastern Visayas, Dinagat Islands, and Camiguin. Refer to Storm Surge Warning No. 8 issued at 8:00 AM today for more details.
HAZARDS AFFECTING COASTAL WATERS
A Gale Warning is in effect over the eastern seaboard of Northern Luzon, the eastern and southern seaboards of Southern Luzon, the seaboards of Visayas, and the northern and eastern seaboards of Mindanao. Refer to Gale Warning No. 4 issued at 5:00 AM today.
24-Hour Sea Condition Outlook
Up to very rough to high over the following coastal waters:
• Up to 6.0 m: The seaboards of Calamian and Cuyo Islands.
• Up to 5.0 m: The seaboards of northern mainland Palawan, Antique, Iloilo, Aklan, Capiz, Guimaras, northern Negros Occidental, and northern Cebu.
• Up to 4.5 m: The seaboards of Isabela, Masbate, Kalayaan Islands, Leyte, Southern Leyte, and Bohol; the remaining seaboards of Cebu and Negros Occidental; the eastern seaboards of Mainland Cagayan, Negros Oriental; the northern and eastern seaboards of Polillo Islands, Camarines Norte, Camarines Sur, and Catanduanes; the southern seaboards of Romblon, Occidental Mindoro and Oriental Mindoro.
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
Up to rough seas over the following coastal waters:
• Up to 4.0 m: The seaboards of Batanes, Babuyan Islands, Aurora, northern mainland Quezon, Cagayancillo Islands, Albay, Sorsogon, Northern Samar, Eastern Samar, Samar, Biliran, Dinagat Islands, and Surigao del Norte; the remaining seaboards of Camarines Sur, Catanduanes, and mainland Cagayan.
• Up to 3.0 m: The seaboards of Ilocos Region and Marinduque; the remaining seaboards of Occidental Mindoro, Oriental Mindoro, Quezon, and Negros Oriental; the western seaboard of mainland Palawan; the northern seaboards of Siquijor.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced of operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The seaboard of Northern Mindanao, Davao Region, and Zamboanga del Norte. The remaining seaboards of Palawan and Caraga Region.
Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
TRACK AND INTENSITY OUTLOOK
• Heavy rainfall, severe winds, and storm surge may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to hoisted Wind Signals and the “Other Hazards affecting Land Areas” section for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• TINO is forecast to continue traversing Western Visayas and northern Palawan until it emerges over the West Philippine Sea by tomorrow (05 November) morning. It will then exit the Philippine Area of Responsibility by tomorrow evening or Thursday (06 November) early morning.
• Due to interaction with the terrain, TINO slightly weakens while crossing the Negros Island Region. However, TINO is expected to remain at typhoon category throughout its passage over the country and is forecast to re-intensify over the West Philippine Sea.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.
